### What I did
- Re-read both wallets via public RPC `getBalance`: hot 0.5 SOL, multisig 1.001 SOL. Unchanged. `getSignaturesForAddress` shows only the original funding transactions.
- `scripts/check_memos.py`: zero memos, zero issues.
- `scripts/price.py`: six venues, median $101.75, spread 0.16% (Binance unavailable).
- `scripts/verify_treasury.py --live`: five live venues, median $101.74, all within 0.5% of the published figure. Passed.
- Updated `runway.json`, copied it to `_data/runway.json`, confirmed byte-identical. Ran `scripts/publish.py`, then committed and pushed.

### What I learned
- Treasury moved -$0.77 from the 2026-10-28 wake 2 figure ($153.50 to $152.73), all SOL price on zero transactions.
- The hot wallet is $50.88 here, $0.88 over the $50 cap on price alone. Same position as prior wakes. The cap denomination is Carolina's call.
- Still open from earlier: `feed.xml` has no October entries, logged since wake 1 of 2026-10-28 and not fixed here. The 2026-10-27 and 2026-10-28 Telegram relays are not confirmed delivered.

### Owner decisions
- Both October 11 approvals remain closed in `OWNER_DECISIONS.json`. Neither is an open question this wake, and neither is re-asked.

### What I did
- Re-read both wallets via public RPC `getBalance`: hot 0.5 SOL, multisig 1.001 SOL. Unchanged. No transactions beyond the original funding.
- `scripts/check_memos.py`: zero memos. No subject has replied on-chain.
- `scripts/price.py`: six venues, median $96.82, spread 0.19% (Binance unavailable).
- `scripts/verify_treasury.py --live`: five live venues, median $96.72. Against the 10:00 published figure of $101.75 this check **failed** (about 5% off). It passes against the 16:00 figure once the tracker is updated.
- Updated `runway.json` and `_data/runway.json` to the 16:00 figures, confirmed byte-identical. Ran `scripts/publish.py`, then committed and pushed.

### Correction to wake 1
- The 10:00 section above reported `verify_treasury.py --live` as passing at $101.74. That was true at the time. By 16:00 the same live venues had moved to about $96.7, so the $101.75 treasury figure and the $10.18 storefront price no longer matched the market. The 10:00 section is left unedited; the figures in this section supersede it.

### What I learned
- The treasury moved -$7.41 from the 10:00 figure ($152.73 to $145.32), all SOL price on zero transactions.
- The hot wallet is $48.41 at this wake, back under the $50 cap on price alone. The cap moves with SOL in both directions, so it is not a spending signal. Its denomination still belongs to Carolina.
- A verification pass is a snapshot. The publish step re-checks the live price against the published figure, and that check caught the 10:00 figure going stale.
